Yes – every construction project that is permanently attached to the ground must be reported to the local authority, provided the following conditions are met:
– the building is single-storey and has an independent structure,
– the usable area of the finished year-round house does not exceed 35 m²,
– only one house is built per 500 m² of land.

The County Office has this period to file any objections to your application. If no objection is raised within this time, it means you may proceed with placing the house in the indicated location.

To build a house by notification, you will need a “map for opinion purposes” at a 1:1000 scale. After paying a fee of 30 PLN at the above-mentioned office, you will receive the map on the spot.
This is usually straightforward, but if the clerk has doubts, they may ask what it’s needed for. In that case, a simple explanation is enough — it is needed to notify a recreational/utility building.
The map will most likely be a low-quality photocopy — that’s normal. This is because it is not required for design purposes, only to indicate the planned location of the holiday cottage. In this case, ask for two copies, because one will be needed when submitting the notification, and the other will be useful for the application to connect electricity to the plot. You’ve now completed the first step in the notification procedure.
