Investment in summer houses — is it a good idea?

A summer house can become the perfect place for relaxation for you and your family, but it can also be an additional source of income. According to research by the Central Statistical Office, more and more Poles are choosing to spend their holidays within the country. The increased interest in spending holidays in Poland rather than abroad is, among other things, a side effect of the pandemic. Also, due to the pandemic, People prioritize the safety of their trips, opting for secluded places as vacation spots. As we are more inclined to spend our holidays in Poland, the demand for accommodations, particularly in tourist-attractive areas, is also increasing.

According to statistics, we more often choose wooden houses for accommodation than hotel rooms. This is no surprise – spending a holiday in a summer house has many advantages. The cost of renting a house for the whole family is lower than staying in a hotel. Secondly, freedom – in a summer house, we are guaranteed privacy and the ability to prepare meals (and thus reduce the costs of the trip). 

On which plot can you place a summer house?

Whether you can place a summer house on a plot depends on its status as determined by the local zoning plan. If the local zoning plan does not cover the plot, you must apply for a decision on the conditions for development and land management. The situation is more complicated for agricultural land. Building a summer house on agricultural land is possible if the local zoning plan allows for farmstead development. However, the regulations are not precise and do not explain whether a summer house falls under farmstead development. To be certain whether you can place a summer house on your plot, it’s best to apply for a change in land use in the local zoning plan, i.e., converting the plot from agricultural to residential, which would allow the construction of the building. The possibility of building a house on forest land is similar to that of agricultural land, meaning it essentially depends on the local zoning plan.

Do you need to run a business when renting out a summer house?

The issue of whether you need to start and register a business depends on whether you are actually conducting business according to the law. According to Article 3 of the Act of March 6, 2018, the Entrepreneurs’ Law, business activity is organized, profit-making activity conducted on your own behalf and in a continuous manner. If you rent out your summer house only for a few weeks during the year, it will be difficult to classify such activity as business activity.

How long can the construction of a summer house take?

Do you think building a summer house requires a lot of time and involves numerous formalities? Nothing could be further from the truth. Currently, regulations allow the construction of a summer house without a building permit. Since January 3, 2022, the legislator has expanded the list of buildings that can be constructed without a permit to include year-round homes up to 70 m² and individual recreational buildings, i.e., summer houses. For such an investment, only notification to the district office (or, in the case of cities, the city office) is required. The new regulations simplify the procedure, making the investment timeline shorter.

An alternative to self-construction.

Every year, interest in investing in smaller recreational houses increases. A great alternative to building a house yourself is purchasing a mobile home. Such a house also does not require a building permit, only a notification to the relevant authority. Choosing a mobile home is the quickest way to become the owner of a summer house. Given the rising prices of building materials, one advantage of such a home is that its price is fixed, so the final construction cost should not surprise the investor.

The costs of building a summer house depend on many factors, including the materials used and the size of the house. In 2022, the prices of services and building materials significantly increased compared to previous years due to the war happening on the eastern border. Certainly, a way to reduce costs is to build the house yourself, but this takes a lot of time and energy.
